Gnomish engineering teaches a person to make lots of nifty things; like rocket boots, the world shrinking ray, and a net gun. Goblin engineers make neat things too, but most of them are *bombs*. :D
Even if a goblin engineered wachamacallit isn't intended to be a bomb, it blows up anyway. Or hase a failsafe mechanism which blows it up when "whatever".
